【Abstract】 The concept of “cultural pluralism” emerged in the historical context of forced immigration assimilation in the United States during World War I. Initially, it was a philosophical resistance of intellectuals against the assimilation concept of the “melting pot”. After the passage of the Immigration Act of 1924, which restricted immigration, “cultural pluralism” developed into a redemption strategy for the second generation of immigrants amid cultural divisions. By the time of World War II, this concept was conscripted as an off icial ideological tool. Externally, it disintegrated fascist racism with the value discourse of “pluralistic democracy”, and internally, it mobilized American citizens from diverse backgrounds to participate in the war with the “narrative of unity”, and provided space for the multiple identities of immigrants. However, the detention of Japanese Americans during the war and the continuous isolation and discrimination suffered by other ethnic minorities have exposed the utilitarian nature and inherent limitations of the mainstream American society’s acceptance of “cultural pluralism”, revealing the deep-rooted racist ideology in American society.
