【摘要】 夏季的城市热岛效应对居民生活质量和城市生态环境构成了挑战，国内外学界和政府部门都在致力于寻找解决方案，包括加强绿色基础设施建设、优化城市空间格局、改善建筑形态、推广新建筑技术与绿色交通等，但是仍然面临生态空间与城市发展空间需求存在矛盾、成本收益难以平衡、跨部门政策协同与制度不足的难题。本研究梳理当前缓解城市热岛效应的规划治理方法，总结提出制定治理方案的主要流程，包括分析城市高温问题主要成因、开展城市热岛效应量化分析、针对城市热岛问题制定方案、持续监测气候评估治理成效等步骤，再以武汉市缓解城市热岛效应的具体实践“城市降温行动计划”为例，介绍通过政府统筹规划，针对城市自身特点因地制宜地提出治理城市热岛效应的思路，再充分整合各职能部门建设资金和管理政策，形成系统治理与局部试点相结合的治理方案，以期为各城市统筹治理缓解城市热岛效应提供借鉴。更多还原

【Abstract】 The urban heat island(UHI) effect during summer poses challenges to both residents’ quality of life and urban ecological environments. While academic communities and government agencies worldwide have explored various solutions, including strengthening green infrastructure, optimizing urban spatial patterns, improving architectural forms, and promoting new building technologies and green transportation, significant obstacles persist. These include conflicts between ecological preservation and urban development, difficulties in balancing costs and benefits, and insufficient cross-departmental policy coordination and institutional support. This paper systematically reviews current planning and governance approaches for mitigating UHI effects and summarizes a general procedure for formulating governance plans: analyzing primary causes of urban overheating, conducting quantitative assessment of UHI effects, developing targeted solutions, and implementing continuous climate monitoring and evaluation of governance effectiveness. Using Wuhan City’s Urban Cooling Action Plan as a case study, this research demonstrates how government-led comprehensive planning can generate customized mitigation strategies that reflect local conditions. By effectively integrating construction funds and management policies across functional departments, Wuhan has established a governance framework that combines systematic management with localized pilot projects. The study aims to provide a reference for coordinated urban governance to alleviate UHI effects in different cities.更多还原
